Basically, the physical Universe operates under strict guidelines, characteristics and material laws, so whether it is action or reaction everything acts as designed/mandated, in Human language, we call Karma, so this Universe is perfectly designed and being operated as per divine laws, which is also known as "Dharma". -Rao Kalvala
